Technically no one entity governs it. If the crime is committed in a certain country, then they're tried in that country. Which is why Julian Assange is still kicking and a senator in Australia last I checked.

They're supposed to spend teh majority of the budget that they can afford. Seeing as how it creates a deficit, I don't think you can accurately say that we can afford it all. It was passed into a law solely due to the fact that the liberals had Congress and the presidency at the time. That's about it.

Defense is 19% of the budget. Social security is 22%, medicade is 6% and medicare is 16%. So you're saying we should allocate even more to things that do the SAME THING?
