if we look at fashion/gender presentation, it can often be split into three categories: masculinity, femininity, and androgyny.
women have "access" to all three. androgynous and feminine clothing is sold in "women's" stores, and if they wore a masculine outfit, it would be deemed 'cute' etc. in a simplified form, women can wear skirts, shorts, and trousers.
in male-oriented stores, however, it is typical that only masculine-designated clothing is sold there. and for a man to present as anything else can even be construed as 'gay'. deviating from the masculine norm in this way seems to require an explanation so desperately that it is tied down to his sexuality.
femininity is exclusive to women. men are excluded from this bubble, with societal norms and expectations against femininity.
this could easily be rooted in sexism against women, which brings the idea that it was thought men were above the 'weakness' of femininity (but that's a bit off topic.)
