Should Healing be allowed when you are not in combat, note the word Not.

I've seen it being overused and it's a shame that it must be gone, but I think that it should be curbed only to combat, and not out of combat. People also have a right to deny healing as well, as such, the players have most of the power

O.o if that is a problem... How about designating specific people to heal...

Then again they would need to be as unbiased as the mods since it would be a responsibility similarly but mabye not as important
