that i have no clue how to, idk how people code their own pokemon into their rom hacks

I want to be n extra trainer battle after the pokemon league similar to red himself if possible. Pokemon that fit me most would be ghost/fire/ dark type namely houndoom for example. After you defeat the pokemon league make a cave that's similar to mt silver and have me at the top of it- be it like this is where red trained under this person and thus was found years later on mt silver alone awaiting the next prodigy.
