I'd like to note that in every war the point IS to kill as many civilians as possible. If you check modern wars (eg WW2) you'll see that 25 million more or less soldiers were killed, compared to the 50-60 million civilians killed.
And let's not even touch on latest wars in say Gaza etc.
A country is forced to surrender when its people don't support a war in their vast majority (with very few exceptions, eg US) and that is usually achieved when you target large civilian groups.
I mean look how ww2 ended, unless Hiroshima and Nagasaki were full of soldiers, which they weren't, it is made obvious that civilians are currently the people in most danger during wars.
That's the way things happen now, sadly.
