I'm inclined to believe the Turkish more than the Russians, although I feel like they have exaggerated it a little. Russia deliberately strays into restricted airspace all the time, to "test" the reaction time of the country. Almost every month a Russian bomber flies over the south of the UK apparently completely unaware that it has done so and gets escorted back out. Something was bound to get shot down some time.
