It was confirmed that the man was a complete stranger, and he has tried to lure a girl into his car, TWICE.

Ahh well then THAT my friend is someone you'd say had a bad past and is trying to make up for lost love.. most likely. Either that, or he has brain problems.

I think to kindly of others because I believe we should think of everyone with kindness, as God does. Besides, you've never known the man, so you can't just go judging a book by its cover.

However, if the guy is a known creep who has been known to attempt to lure girls into his car, there may be cause for concern.

If what you say is true, then it sounds like the guy has problems.
Obviously when these problems affect the safety of others then you must report them or whatever.

@munter This person has been attacking people at these fields for a while. 2010, June, a girl is walking home, he comes up and tries luring her into his car. She ran away. Later on, he attempts again. Early this year, he struck. He came up to a kid at the playground, tried luring them away, etc. Then, just a couple weeks ago, he was watching a kid pee. He's got a criminal record, and it's been reported. All of the cases were reported to the local law enforcers, and a search is still going on for him.
