People thought the Cold War would become World War 3, since, the Soviet Union and the United States had nuclear missiles pointed at each other. The Soviet Union fell though, and that will happen with Afghanistan soon, so no need to worry.
If the American government thought this would make a World War 3, we would've already nuked Afghanistan. Not saying that we should, but we would've to save the American people and the rest of the world from utter destruction.
The UN does not allow anyone to fire nuclear weapons, especially not with the intent to destroy a country, Connor. The United States government will not launch any nuclear weapon, certainly not at a country where a minority is responsible for any perceived or possible wrong-doings. If a country violates this ban, the most probable response would be a fusillade of nuclear missiles sent toward the offending country. Not surprisingly, no head of state (even good ol' Kim) is willing to cause a nuclear war. However, multi-national extremist groups are up to it. If extremists gain access to nuclear weaponry, they won't hesitate.
