No offense, but anyone who actually thinks this young man will declare war doesn't know much about the situation.
Isn't it a, coisedence(I honestly do not know how to spell this and spellcheck didn't provide much help xd), you could say, that this man is bringing up tensions and saying he'll take out the enemy of the state, after his rise to power..?
He's only doing it so he can have the people's trust in him more that he's the right man to run N. Korea. He needs the support of the people, and if he makes himself look like that he will do the same as his father did, the people will support him and back him up if anyone else tries to take him out of power. It's just a political game.
He's most likely going to be like his father, who instigates wars, yet when America and S. Korea want to negotiate, he will be more than happy to hear what they have to say, as Jim John ill was.
Yes, there is a possibility that he will actually declare war, but odds are in favor of him not.
