America may not be the country with the most crime. It could just be a country with an efficient police force that reports criminal activity and arrests. But back on topic...
We can't use the Chaos Theory to guide our actions, much less as a guide for whether or not to end a human life. Because if murdering someone is genocide, then why is it appropriate to execute the murderer? Any future children the murderer would have if they continue to live would be denied life for a crime they had nothing to do with. Even worse, what if the accused is innocent? As Shadow00 said, the chance of executing someone who is innocent is small*, but doing so will not just kill one person- it will effectively murder all the descendants of an individual.
*Few who are executed are later found to be innocent because the case is usually closed at this time. There is an unknown number of people who were and will never be discovered to be innocent. However, here is an organization dedicated to overturning wrongful sentences with genetic evidence.http://www.innocenceproject.org/
No justice system is or will ever be perfect. Most of them are much less than perfect (China [the punishment for many crimes is death] and Iran [stone a woman to death because one man accuses her of adultery] are notable examples).
The purpose of a justice system is not to punish, but to protect- there are other ways to stop criminals than killing them. The death penalty is no more of a cure for crime than the "Final Solution" was a panacea for Germany's post-war problems.
