It's totally the parents decision whether to buy these games for their kids or not, perhaps most are just too stupid to clearly notice the ESRB Ratings..
Playing violent games at young ages has a serious effect on children's minds, the violence they use in the games starts showing in real life, they start getting into fights in school
these games also promote( to them atleast ) the use of drugs and other stuff and what not.. i honestly wouldn't be surprised if one of these shot their parents, which one already did ;)
When god said let there be insanity..

My brother is 9 and likes........bloody games. And is good at it, freaking sniped me 5 times....grrrrrrr. I think it's up to THEM if they want to play those games, ita there life, not their parents.
While a middle finger bomb would make problems and solve them all in a second, a peach shaped bomb would only make happiness....them kill millions of lives and cause grief and sorrow for 50 years.

i don't think theres anything wrong with under age gaming, the tag they sometimes put on the game casing is just for decoration, the tag prevents some one who is under that age to buy it, but people could always just ask some one who is older then that number to buy it for them
oh yeah!
