He's basically saying if a girl brings a guy she likes away from people and asks him there, it's kind of an akward situation. Since, it's alone, if you say no, she might cry, and, it's just plain odd.
Now I don't mind if a girl asks me out, but it's very akward if you don't like her back and you say no.

A girl asking a guy out is kinda weird cuz i mean would you expect a girl to just walk up to a guy and say "hey babes wanna meet so and so time at watever place"? Not really but i think its ok.
